Job Description and Duties

If you desire a high-profile, rewarding, and challenging position in emergency management to apply your experience and abilities in leadership then this is the position for you. The California Governor’s Office of Emergency Services encourages you to apply as a candidate for our vacant State Operations Center (SOC) Director.

The SOC Director leads California’s statewide emergency response for a multitude of hazards. This position oversees a team of full time State Operations Center staff that maintain a constant readiness posture. During activations, the SOC director organizes and directs an expanded organization that includes multiple state and federal government agencies and the private sector, to ensure a robust and cohesive state response to emergencies throughout California. The SOC Director is a primary communicator to executive leadership, Governor’s Office, elected officials, and media about all aspects of the state’s response. The SOC Director is responsible for making critical decisions to best support California communities during emergencies, directing the prioritization and allocation of resources to the highest priorities, often under stressful conditions when minutes and hours count. The SOC Director also manages modern technology platforms, harnessing data and information to optimize response operations. During steady-state, the SOC Director ensures readiness of their team through training, exercises, procedure development, implementation of lessons learned, and other continuous improvement.

Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor.
